f I pay off my regular tab balance, am I unable to upgrade to a new phone until the tab bonus is at zero?

I purchased on Tab in Aug an iPhone XS 256gb in “great condition.” Unfortunately it was a dud and after 20 minutes was way too hot. The replacement arrived today. I received an email from Koodo informing me that my order had been shipped and I could track it’s delivery with the supplied tracking number. You enter the number with a copy and paste … but UPS has no info regarding that number. So - who is screwing up here? UPS or Koodo?
