Is there any way I can have the forwarding charges reversed for my last two billing periods? I was not aware that I would be paying a per-minute charge for local forwarding. I have since added the $3 option to my number.

No, not on the customer forum though.

If it was a significant amount, you could contact Koodo directly and  ask a rep. However nothing is guaranteed as this is a legitimate fee
