Never been able to use my data plan whenever I'm outside the Wi-Fi zone nothing loads it appears to be trying to load something but i haven't had any success which is a waste of money since I'm paying for it every month

Which phone are you using? and which plan are you on?
Could you check your cell phone and see if data was enabled? Also, was there any data block in your account.
