How do I set this up or is it even possible? Note: my home hub handset doesn’t seem to be functioning. Currently I cannot call out but can retrieve voicemail by calling my home hub number from my cell and entering my passcode.

Couple of tips:

  1. If the home phone won’t let you set it up since it can’t call out, take the SIM card out of the home phone hub and put it in your cellphone to setup call forwarding, and then put it back when you’re done.
  2. If a lot of calls are going to be forwarded I HIGHLY recommend adding the $5/m call forwarding as the pay per use rates will add up very quickly.
    Edit for visibility: As Dinh mentioned, WHP comes with 2500 of Call Forwarding. Past that would be $0.50/min and where the $5/m call forwarding add-on would come in handy.

I was little confused by your description “numbet 10 appear..”. The homephone plan already includes 2500 minutes of call forward so you don't need another addon to do that.

i did not know about the 2500 call forward minutes in the plan. 
so I will try to activate using the *21 or whatever the code was that I read about.
