Can”t Send or Receive Phone Calls on New

Just trying to figure out what I did wrong when I tried to place a phone call on my new IPhone 13 Pro (replacement for an IPhone 8). I cannot send or receive calls.  From what I’ve been reading in your Koodo Community I get it that it all has to do with the SIM Card.  Please explain what’s happening here as it’s all pretty new to me.  My old iphone will be going to my granddaughter so I’m guessing the SIM Card for that phone will stay with the phone.

So, you removed the SIM from your iPhone 8 and insert into the iPhone 13?   But, nothing happens?

Or you tried to use the SIM card that came  with the phone?

That SIM was an inactive SIM. Can you put the old SIM from your iphone8 into that phone?
