When does the Device Care Complete start:
when you receive your phone from being shipped? or When your old phone information gets transferred over to the new phone?

Device Care Complete (DCC) is tied to your phone number and not the device. Once DCC is showing as an add-on in your Koodo self-serve, after you make a phone call with the enrolled phone number, the device used will then be covered and the coverage begins.
Once you receive the new device, I suggest you make a call with the enrolled phone number once it is setup so that the new device is then covered. More info can be found below.
