Activating new eSIM from outside of Canada

I am in Mexico and my old Pixel 7 needs to be replaced.  I am using an eSIM for Koodo and  a physical SIM for the Telcel network.  My new phone is a Galaxy S23 and I will be switching the physical Telcel SIM to it and using a new Koodo  eSIM voucher to switch my Canadian number to the new phone.  My question is, will be able to activate the new eSIM without being connected to the Koodoo network?

I have never heard of the need to be connected to a home network in order to activate a eSim.  I have even activated a US eSIm while still in Canada.
