I do not thave international LD. I used Whatsapp to make international calls to Aruba thinking the Whatsapp app uses my home wifi to make the call. The calls are showing up on my Koodo usage as phone calls at 2.75 per minute. Why?

It’s possible the person you were calling either has a landline phone number or the person is not in your WhatsApp contacts. The party you are calling must have the WhatsApp app installed on their device, or the call is charged on a per-minute basis. This might explain why you’re seeing this charge.

To add on to rikkster’s comment, there is a possibility that you accidentally clicked the wrong button. Did you directly go into your WhatsApp or your contact list to make the call?
