I’ve gone through all the troubleshooting steps, looks like I (and my phone) meet all the wifi calling requirements, but it’s not working. Should VoLTE be showing as an option?

no error messages. It just doesn’t kick in when needed and VoLTE doesn’t show in my options.

The Volte button was removed to the cellular settings in newer ios. You can go there and set “data & voice” to LTE. That should enable volte.
Regarding the vowifi, Koodo vowifi only kicked in when their cellular signal wasn't sufficient. You can test it by enable airplane mode when connecting to wifi

That clarifies that VoLTE shouldn’t be an option. Thanks. LTE is z as n option and selected, but wifi calling still doesn’t kick in on airplane mode or when my signal is non existent. Mystery continues

Try to disable vowifi and reenable it again. Also which wifi ISP are you using? Some certain ISP had issue with Koodo wifi server.
