Spam protection keeps me from receiving legitimate calls

I remember a few months ago selecting an option to reduce spam calls. Now callers that are not in my contacts need to dial a digit they are told by a machine (e.g., “to make this call, dial 4”), before the call goes through. Some businesses have systems to route calls, and are unable to reach me on my cell. I looked everywhere I can think of and cannot find how to cancel this option?
