problem when tranferring to new phone

Transferring to a new cellular device it quit half way through. Now I can’t even open the new cellular device but it already transferred successfully. So I can’t call or text anymore and now I don’t know what to do. I have already tried swapping SIM cards. That hasn’t gave me phone back on my old device. So does anyone know how to reactivate my old phone? They are iPhones.
