I'm having trouble making outgoing calls on my Koodo mobile line.
Every time I try to call, I hear the error message: "22P1 — An active call is already in progress. This call cannot be completed."

You're not alone. There's a known issue reported for BC, AB and ON. I'm in NS and it's happening here as well. I don't get any error code, it just doesn't make the call. My spouse was able to call me earlier, we're both with Koodo. Others local to me are saying that you can call others on the Koodo/Telus network, but no one who isn't with Koodo/Telus.
I’m having the same issue. I can call another koodo number and receive incoming calls but I cannot call out to numbers I can normally call. I’m in London Ontario.
About an hour ago, I toggled airplane mode on, waited a minute, turned it off. My phone was them able to call a landline. I don't know if it helped, or if it was because I use wifi calling when possible, but it worked.
Having the same issue for the past couple hours in Winnipeg. Can call another Koodo number but no one else. Can receive calls from Koodo numbers and everyone else. Pisses me off , I have voicemails that I can't even listen to.

Did you try toggled airplane mode on, waited a minute, and turned it off. It seems working for some users...
