How To Make Long Distance Call from Canada To Phillipines

I am trying to make a long distance call from Canada to the Phillipines (I know it will be expensive).    When I dial, I keep getting a message that the call cannot be completed as dialed.  The number I am trying to dial is 63 2 8886 4674 (it’s a government number).   I have tried dialing it two different ways

011 63 2 8886 4674

+63 2 8886 4674

Am I missing something?, like maybe a 1 or something.  The above is per A.I.

I so have the International Long Distance Addon.

This should normally be the right way to dial the number (any of the two you tried are correct) and we can confirm the international long distance add on is added to your line.

Have you tried from a diffferent phone number and you are getting the same message?

Thanks Flo, I had tried from 2 different phones and got the same result (both Koodo cellphones with different numbers).  So after seeing your note, I decided to call the main number of the agency I am trying to contact (different number) and it went through (of course I got a lovely recording since it’s the middle of the. night there).  So there must be a problem with the other number that I was originally trying to dial (which came in an automated email they had sent me).  The problem with that number is definitely not on Koodo’s end.  When their office opens, I will call the main number and see if they can transfer me.

The number that you dialed  (011 63 2 8886 4674 or +63 2 8886 4674) only had 9 digit (288.864.674) I wonder if the number need one extra digit.

It’s probably a landline.  Landline Phone numbers in the Phillipines can have as little as 7:digits and as much as 9.  But cell numbers are always 10 digits, for now.

what is now really interesting is that I amended the forms I wanted to talk to them about based on research I did today. After resumittiing the same form, I received an email with a completely different contact number (but still 9:digits).
