How to turn it off , i keep on getting ghost notifications after newest Samsung update to UI 9.0 , tried everything. Also for some reason notification for that section are grayed out unlike my Moto edge 24 . Also after airplane mode it comes back , so network is pushing it through .

+4Since it comes back as soon as you turn airplane mode off, that sounds like the message waiting indicator being pushed from the voicemail server rather than anything in One UI. Can you call your voicemail from the handset and go through the mailbox, including the saved messages, and clear everything out? A stuck unheard message will keep re-triggering that notification.
As well, log in to Self Serve, go to Mobile Services and Manage add-ons, and check whether you have Instant Voicemail. That's the feature that pushes voicemails to the phone, so the notification may be coming from there rather than from the dialer app.
