Do you have a tab? If yes you are restricted to Tab plans.
If you have no tab, you may be able to change to a lower plan. However Koodo tends not to show all plans available in your self serve. What plan options do you see when you login to your self serve account and try to change your plan

I don’t have a Tab right now! I tried to change my plan, but the cheapest one available was 35 dollars! ☹️

If you are not in a rush, you may want to wait until Black Friday. They generally have some deals, which included the Canada-US-Mexico plan at a lower cost last year.
