I’m getting a billing cycle error but without a date. I’m trying to take advantage of the 10 GB bump up promotion on now. Maybe it only applies if I get a phone?

If you are Talk ng about $50 for 10GB, then yes.  It's a promo plan for new activation or with phone upgrade.
