I was looking about upgrading to a refurbished phone, do these phones come with the charging cables as well?

Yes, they mentioned it has one cable https://www.koodomobile.com/en/help/certified-pre-owned-phones
To add; when viewing a CPO (Certified Pre-Owned) phone or any other phone, scroll down and click on the Technical details tab. At or near the bottom of the list, look for Package Content. This will show you which accessories are included with the phone.
