I didn’t top up my account on August 4th when the base plan renewed. If I top up my account now, will I have to top up again on September 4th, or will my base plan change to the date that I topped up? I don’t want to waste money by topping up now and only getting 10 days of use.

No worries, you can top up in advance and it will renew on the correct date.
