I want to buy a prepaid plan for my daughter who will be studying in Canada, but do not have a Canada credit card.

Assuming you already bought a prepaid card from eBay or Amazon, you can definitely do this by purchasing prepaid top-up vouchers. There are certain websites where you can buy prepaid top-up vouchers. I can’t guarantee whether it is legit or not, but you can try at your own risk. Personally I would suggest you to go to one of the stores listed on the Koodo website.
