Where did you read about the 250MB data for free? This used to be included in the base plan, but Koodo changed that to 100 minutes recently. I’m afraid the old plan is no longer available… but I wanted to make sure you weren’t talking about another offer.
If you mean bonus data when you add "Auto top up", then you need to do this through self serve first.

My wife and I both got the same plan away back in 2011 (I believe). I never used data because the phone was such a dud, and I had data on a work phone, if I ever needed to use it. I am retiring soon and getting my communications in order.
So the 100 minutes of Data is free on my existing plan? How do I get set up with this?

Yes you sure can get the 100 minutes, all you need to do is change your base plan to the new one. I would suggest you do it one day before the renewal date, because it will renew the plan. That way you don’t waste any unused days.
As for data, you can always add boosters… I always recommend to get the largest booster (1 GB for $30) because they carry over each month until used up. It’s by far the biggest value for your money!
Edit: I see you mentioned 100 minutes of data… just wanting to make sure we’re talking about “talking minutes”…. not “data minutes” (there is no such thing).

I was on the $15 plan that only gave unlimted SMS and no minutes for many years. I purchased voice and data booster packs throughout those times. All of a sudden to my surprise, the plan start giving me 100MB of data each month. The data started to deduct from the 100MB and my booster pack was saved for when if it happens to overrun my 100MB.
It recently changed to 250MB per month which I never used up.
I want to refer a family to this plan but it is not available unfortunately. To get the 250MB extra, I have to subscribed to the $25 plan which is too much for this member. They never use that much nor can they afford that much per month.
I wish the original plan was a choice as well.
Yes the only provider that offers 250mb on the $15 plan is Public Mobile now. It also offers 100 minutes and unlimited incoming.
You might consider moving over to them, they offer referral perks as well (no cross referral from Koodo though) and auto pay discounts.
Crap, and I just bought a Koodo SIM card. I wonder if I can return it and get a Public Mobile SIM
