International roaming is only available with postpaid service, so you wouldn't have service there and an international texting add-on won't change that.

If you mean you're in Canada and texting with someone in the Netherlands, incoming texts are free and unlimited on that plan. No.  Prepaid only works in Canada and US when you get the US roaming boosters.

Unfortunately, Koodo prepaid only works across North America. If you just need to receive text messages while overseas, a plan like Freedom prepaid might serve you better!
