Will you be physically in the Netherlands with your Koodo phone? If so, unfortunately prepaid only lets you roam in the US "Roaming services are available in all 50 States in the U.S. (including Alaska and Hawaii) as well Puerto Rico and the U.S. Virgin Islands" https://www.koodomobile.com/en/help/long-distance-travel-and-roaming-prepaid
International roaming is only available with postpaid service, so you wouldn't have service there and an international texting add-on won't change that.
If you mean you're in Canada and texting with someone in the Netherlands, incoming texts are free and unlimited on that plan. No. Prepaid only works in Canada and US when you get the US roaming boosters.

+4Unfortunately, Koodo prepaid only works across North America. If you just need to receive text messages while overseas, a plan like Freedom prepaid might serve you better!

No I don't have a plan with Koodo. I am looking at all options/providers.
I am moving back to the Netherlands, but I need my Canadian number for at least a few months to wrap up all kind of matters. For these matters I need to be able to receive text messages from Canada.

if you are not a Koodo customer and would like to go with Koodo, you can activate a postpaid plan and roam there. Another way is to get a VoiP number, Fongo is pretty good at it.
