Why can't I change to a lower rate plan ?

I have no tab and I want to use my phone far less going forward, but I am not able to select something cheaper. Why?

If your inquirying about the line ending in *78, there is a remaining tab bonus, that prevents switching to a lower plan. The details can be viewed under the Koodo tab page in self serve https://www.koodomobile.com/en/help/the-koodo-tab-page-in-self-serve

Tab was paid off over a month ago

The tab bonus is different from the tab balance and this goes down to $0 at the end of the agreement.

Koodo didn't ask to pay off the tab though. If you wanted to pay off, it is just fine but there was no inherent benefit  as you still have another amount "tab bonus" on your phone. Check the link above for more information.
