What exactly did the government letter say? 

If possible could you share the content of the letter (without any personal information) please. Many program are restricted with some conditions. It wasn’t a program that could pick and choose what you like.

Oh, this is a special program with participation of certain internet providers. It is not available through normal sale channel though. I would suggest you follow the instruction there, go the website and find out the Internet service provider in the area and their contact number. They should be able to assist you.

Well, unfortunately, neither of these plan options include unlimited data. There is the second one with 200GB of data. It just depends on how much you watch on Prime if it's worth it or not. Higher quality 1080p uses around 5-6mbps. Anything in 4K is much higher. 20+mbps. The high quality 4k is more like 50mbps. That's 2-2.2GB per hour of streaming at 1080p. You could go to lower quality. But these plans unfortunatyely aren't really suited for people who do a lot of streaming. They're great for low income retired people who don't do a lot of streaming.
