I rcvd a notification welcoming me to The USA. And that there is a roaming pkg available for purchase. I have not left Ontario,but very close to the US border. I need full service so I don't want to use airplane mode. But I don't think I should have to buy an additional plan. What do I do?

From your description, it might be just a roaming SMS from accidental roaming session. Since you didn't leave Canada on that day, Koodo will give you credit if the charge showed up in your bill.
Hence I would recommend you come back here if the roaming fee showed up in your bill, a rep will check and likely give you credit for it.
In the future, because the phone is prone to us towers connection, I would recommend you disable automatic carrier selection and manual select Koodo in phone settings
