I want to prevent users under my account adding add-on via their phone, how to set that up?

Login to self serve > Usage > Select the User's line > Data Preferences
Now select
No, an authorized user will make these changes on their behalf

Don't give them the login to your self serve
They don’t have access on my self serve, but they can still use their phone to add extra data. 1 GB for $25 is way too much.
