Hello, I was wondering if Puerto Rico and the USVI are considered part of the United States under the Canada-US-Mexico plan, which was offered during black Friday and Boxing Day?

Yes, for Koodo both those locations are covered under US-Easy Roam meaning they will be covered by the plan as it is included for free.
The list of included locations can be found in the image in case you go anywhere else. Just ignore the $16 cost as that is covered by the plan. 🙂👍
