You should be able to keep the auto-pay discount while changing your plan as long as you do not remove your pre-authorized payment details.
I want to change my plan for the plan offered that if you pre-authorized bank payment you can get the discount. I would like to know if the payment of that plan can change anytime or is permanent.

Yes you can, but if you remove it when the bill is being generated, then you lose the discount.
