I upped the data for my teens phone plan when he went away. 
Today I logged in to change it back to the basic $15 plan and it’s not an option. Why?

Yes you have to pay each month for postpaid and prepaid. 

Is your teen's phone line on the same account as your line?

When did you upped his plan? Within a same billing cycle?

If it's second time to change the plan within a same cycle, then you need to contact Koodo to change it.
