I received a promo for 55 (45 after debit discount) for 100Gig (5G) can/mexico/usa. I took it, as it was better than my 65 (no debit discount) for 100Gig for just can/merica.
Notably, i got my promo only by SMS and not when i logged into the portal. So looks like there is a difference.
The best deals, anecdotally tend to come as SMS delivered promos. You're usually automatically opted in and as Dinh explained, the system automatically figures out what to send to who based on several factors. You could ask to have a rep confirm you're opted in but you should be able to also see in self-serve IiRc
