Actually after restarting my devices the hotspot now works

Now my question is about upload speed. I get 250 download and 2 upload. How can this be balanced out?

Unfortunately when on a roaming network, Koodo doesnt control this.

You can try to manually change your roaming network in your network settings to a different roaming partner like AT&T or T-Mobile or any of the options listed.

@chadcharles

Unfortunately, there is no way to balance or trade your download speed for more upload speed. Cellular networks are built to be asymmetrical—they prioritize download speeds because that’s what mobile users rely on the most.

Getting 250 Mbps down is great, cell towers are powerful and can easily send 250 Mbps signal to your phone, but your phone's tiny antenna has to work much harder to send data back.

If you are indoors or far from a tower, the upload speed drops significantly. Moving outside or near a window is usually the only way to improve it.
