I saw a reference from a year or more ago about annual plans but can’t find them on their website.  Do they no longer exist?

Koodo never had annual plans. It's always been monthly for postpaid and 30days for prepaid. 

The closest you’ll get is the one offered by Telus. https://www.telus.com/en/mobility/prepaid/plans

$100/year, 400 local minutes, 400 text messages
