The summer sale plans are only available to new sign-ups which requires purchasing a new sim. Can I do that then transfer my existing number to the plan?

No you cannot port/transfer a koodo number to another koodo line.
Which summer sale plan are you trying to get? The $60/40GB plan is available if you get a phone on a tab
I was looking at the $39/20GB plan for BYOP. So my only option then is to transfer to another carrier with a similar deal and transfer my number there?

That is correct. Don't cancel Koodo service yet since your new provider need active Koodo account to transfer your number.
