My kids have the basic $15 a month plan. For the next two months one of my kids has need for 1GB of data. Can I buy data for 2 months and add it to one specific plan (the $15 talk/text plan) for as many months as needed?

No, the data will be charged at a pay-per-use rate, which will end up more expensive.
You can consider switching to Koodo Prepaid to ensure that they get a set amount of data without having to constantly change your plan. There is currently a 1GB plan for $21 with automatic top-up.
+4Are you a prepaid or postpaid customer? depending on your plan there are some options to add data, but it might be expensive. You could check selfserve and add-on section to see what the options are.
