I purchased a 30 day Europe travel pass from Aug 24-Sept 24 for use in Ireland. Can I purchase another one for use from Sept 24-Oct 24? Is there a maximum number of passes I can purchase?

+4Yes, you can add another one once the current pass expires, there's no maximum that I'm aware of. What you can't do is stack them, Koodo won't let you add the next pass while one is still active on the line, so it would be on Sept 24.
From what I've seen you can remove the current pass in Self Serve under Mobile services, Manage add-ons and add a new one right away, but that can leave a gap where outgoing texts get charged at the Easy Roam daily rate. I would just wait for the 24th.
The 30 days count consecutively from when the pass activates on roaming, not from the day you buy it.
