So yes, it is. This has been a common scam that has been occurring lately. When they end up sending you the buds, they "accidently" send you a phone and ask for you to supposedly ship it back to Telus, however, it is then shipped to the scammer to then sell. koodo or Telus reps will call you via a 1-866,833, 844, or 877 number. They will also never send you something for free.
If you gave them any information beyond that you're with koodo, then it may be wise to setup a call back with a rep to have them check on your account. That, or if a rep on here sees your post, they can look into it to. If you didn't, you should be fine. It sucks that this is becoming more common but this is the world we live in unfortunately 
I would be shocked to get a call from my phone provider to give me a free anything, to be honest. So I’d be inclined to think scam as well. It can also depend on what they ask you to do to get it.
