I received my new phone, and to set it up, it says that it will send a code to my old phone, but the screen cannot turn on because it is broken.. So how do I do it?

Just to double check, your new phone is esim only?
Are you trying to perform a sim swap from the old sim on the old phone to the new sim card that you received with the new phone?
To confirm, is the code it is trying to send so that you can login to an account such as Google, iCloud or Microsoft Authenticator etc. to transfer data and requires access to an app on the old device as opposed to a text message? or is the code for something else?
Are you able to borrow a phone from a friend or family member, insert your SIM card into their phone, and obtain the code?
