Can I use koodoo just for the phone plan, like paying monthly to get the phone, and another provider like Rogers for the data plan.

To get a phone on a monthly tab with Koodo, you would also be required to get a monthly plan. It is not possible to get just the phone in monthly installments without getting a data plan.
