I need to receive short codes and ideally want to be able to forward the code to another cell phone. Is this possible? Is it possible to a USA cell? Thank you.

Unfortunately, SMS forwarding is not possible with Koodo.
There are some workaround but it is complicated and it depends on the device you had. I wouldn’t recommend it. You can try to roam with Koodo and receive the sms for free while travelling

A Koodo customer, opinions are my own.
You will need an sms forwarding app to do this, just make sure your phone can send SMS to the US included in your plan.
I assume you are wanting to do this to prevent roaming.
Did you know that you can bring your phone with you internationally/US and receive incoming sms for free? Just make sure the phone does not use data, send any sms or use any cellular talk and you wont be charged roaming.
