I was supposed to receive a SIM card in the mail but never did so had to purchase another one in store. When I’m trying to setup my account, the new SIM number isn’t attached to my account but I can’t change it as I can’t receive the verification code via text as my phone’s in SOS mode. And the email verification codes aren’t coming through either.

I recommend you would have to visit a Koodo kiosk and ask them to switch it for you (please bring your id with you so they can double check).
Another way is to schedule a call back to a Canadian number that you have access to.
