wifi calling while roaming

Why does Koodo/Telus does not allow Wifi calling while roaming/outside Canada while other service providers in similar price range plans(Fido) offers this service. 
 

I’ve head people use VPN to bypass this or trick Koodo network but why are you not officially allowing this service. I’ve started looking at Fido plans and might switch soon because of this.

Was there any particular reasons for wifi calling while traveling overseas? I understand it helps with area of limited cellular coverage. However, you would be charged roaming fee if you are doing so (Fido does that as well).

When I was wifi-roaming last winter in Europe (Germany Belgium and Netherlands), I disabled cell calling and forced my phone to wifi calling.  It worked in about half the hotels and about 1/10th of the public spaces.  Didnt work in Berlin.net, but worked in Dresden at the hotel. Didn’t work in Amsterdam anywhere but the rail stations.  I queried a few folks about that, and it seems to depend on the wifi network protocols and not on Koodu.  Except for 1 time  when I needed to make a call during business hours and I couldn’t get a rep for 42 minutes (yep, a $238 bill) it worked just fine.  And 80% of the $238 bill was waived by the Koodu rep for the way the access agreement was written, so in actual fact that call only cost me $48.  Still substantial, but a lot less than 36 days of EasyRoam.

Sound like the VPN is also a good method.
