I have a Koodo plan that does not cover for picture and video when sent via text ($15 plan) due to minimal data, so we get charged. If we are connected to wifi, we should be able to send pics or video without getting charged, correct? Just got our bill and had $6 of charges from pictures & video but we are usually connected to wifi.
Unfortunately, it doesn’t matter whether you are connected to WiFi or the cellular network - MMS is not included in that plan. You could move to the $15 prepaid plan (much better all around for the same price, and includes MMS), or any of the more expensive postpaid plans which include picture messaging as well.

The other is Public Mobile, also $15 and just about identical to the plan you currently have + picture messaging: https://publicmobile.ca/en/bc/plans/250MB-3Gspeed
In both cases, all that is needed for you to get this plan is buy a prepaid SIM of the service that you choose, sign up and then port your number across.
