I have been charged a fee for minutes used, while my phone has been cancelled for 2 months and turned off. I am on another country.

If your phone plan is cancelled then you are unable to be charged anything extra?

Can you click the “view pdf” button on the bottom left. It should tell you exactly what that $8 charge is for.
