I just updated services for my husbands phone to 15 GB but it is showing that he only has .5 GB left for usage.  How do I contact a rep asap??

When changing plans you only get a prorated amount of data. By the sounds of it, you have one day left in your billing cycle so you got 1 day worth of the 15GB. (15GB/30 days = 0.5GB).
