How minutes are count on $15 base plan?

I have a $15 base plan with 100 minutes. I saw unlimited incoming calls in ad. But, when I checked my usage I found that both incoming and outgoing calls are count towards the minutes. Koodo assist says weekend and night time are free. Can someone elaborate what exactly 100 minutes mean?

The $15 250Mb 100 minutes 3G plan includes 100 outgoing minutes nationwide and un limited incoming nationwide.

If you exceed 100 minutes for outgoing calls, then a $0.70 per minute will apply

If your question is about how 100 minutes are used, then when you make a call, it will count towards your minutes. "Usage" shows how many minutes you made and how many minutes you received, but only the minutes you made are counted to the 100 minutes. And when you exceed 100 minutes, you are charged with pay per use.
