Are you able to send an SMS to iphone users when you turn off imessage?

What happens if you turn off RCS?

I tried to send a text message to an iphone user with the imessage off and was not able to.    When I also turn off RCS, again not able to send text message to iphone user.

When I turn on RCS again, it states “waiting for activation”.

It appears you didn't have any cellular signal or you might still use the old sim in your phone. You would have to make sure all sms and calling work normally first before rcs or imessage

I did not receive my SIM card in the mail and so the support rep set me up with a eSIM instead.  I did not want to reset my phone with a physical SIM card (which is the old SIM card from my previous provider).  

But thank you for the information.  I will call Support tomorrow to see if this can be resolved.
