What location are you in?  Are you near Toronto or like in another province?

Not in Toronto.  In eastern Ontario.  

Which phone model are you using? some newer phones have the ability to mask their actual location to avoid tracking though. Make sure that feature wasn’t turned on in your phone.

As well, when checking for location, did the page WhatsmyIP ask you for location access?

This is for my home internet not mobile service.  

The same question applies as Device or pc/laptop can hide their locations

For home internet, Koodo is just a 3rd party reseller of the internet service.

It is something Koodo is not going to be likely to fix.

My WAN IP address is set by the router not any of the devices on my network.   

Have you tried restarting your router and modem and waiting 10 minutes before using it to see if it updates the WAN IP address?
