My daughter is there right now. I am sure that I have activated all of the roaming add-ons, yet she is still unable to get the roaming message or do anything. She has enabled data roaming on the device.

Well according to Koodo’s roaming page https://www.koodomobile.com/easyroam Zanzibar is not mentioned, but Tanzania is. So I’m actually not entirely sure. Would you like me to flag a rep to confirm if Zanzibar is able to use EasyRoam?

As @Sophia mentioned, Easy Roam is not available in Zanzibar, however roaming should be available at pay per use rates: https://www.koodomobile.com/payperuse
Does the phone currently show a connection to a network? If it doesn’t, a manual network search in the phone settings should display the available networks that the phone can be connected to.
Thanks for confirming. It would be helpful if Koodo could update their list of countries available to ROAM to indicate that although Tanzania is available Zanzibar (which is part of Tanzania) is not.
@Flyingpig113 CORRECTION - Zanzibar IS included with Easy Roam. It’s mentioned as an eligible country on the TELUS Easy Roam page .
I went ahead and requested that Zanzibar gets added to the Koodo page as well.
