I can't call some phone numbers start 204 ，it say Call cannot be completed, Error 8B1.

There could be a local network issue. If you take out your sim card, put it back in, restart your phone, are you still unable to call those specific numbers? Is it only certain numbers no matter when you try?
Do 431 and 584 area code numbers work?
Do you have VoLTE enabled and working?
