As a parent, is there anyway to turn off data on my child’s phone? Either randomly, as needed or say I want to set up a down time from 10pm to 7am the next morning.

+4No, Koodo doesn't provide that type of parental control service. Some phone however does have that option in the settings. You would have to check if the phone can do it and how to do it with the phone manual.
There are also parental control apps for Android and iOS devices. Most of the apps are subscription based, can monitor more than one device and some can remotely freeze or lock a device. There are a handful of free apps as well. It’s best to read the app’s description and reviews to get an idea of what the app can and cannot do.
