How to transfer number when no current plan (from Bell)

I’d like to transfer my number from Bell to Koodo. But my service plan with Bell has expired and I currently cannot receive SMS. In this situation, how would I transfer my number from Bell if I would never receive the confirmation SMS from Bell?

Very much appreciate any help!

A number has to be active in order to port it to another provider. You would have to reactivate the plan with Bell first, then port the number to Koodo.
